Intellithermal v3 is for 3.10.y kernels only I think ... don't know if faux also backported it to older Linux versions. Would have to check, but so far I only have it in my Nexus 6 kernel (3.10.y).

EDIT : Nothing in his Nexus 5 kernel, which is very close to Note 3.

Sure could be coded, but someone needs to code it (ROM side).
In LP you have a similar thing I think (don't use it myself), priority mode in notifications...
Maywbe worth having a look.
Or there are certainly apps that can help you out.
